ALFRED FRAIJO JR.
Founding Board Chair - SAFER Board of Directors

Alfred Fraijo Jr. is the Founder and CEO of Somos Group, a firm specializing in land use, real estate development, and strategic consulting. With extensive experience in complex real estate transactions, he has advised public, private, and nonprofit developers on cutting-edge housing and urban renewal projects across California and beyond.

Alfred has led major land-use entitlement efforts for affordable housing, mixed-income developments, and large-scale master planning initiatives. His expertise extends to permitting green energy facilities, educational institutions, and transit-oriented developments, with projects totaling billions of dollars in real estate value.

A dedicated advocate for sustainable urban development and equitable housing policies, Alfred served as the founder and chairman of the Los Angeles Urban Renewal Network and is actively involved in numerous nonprofit organizations. He holds leadership roles with the Friends of the Hollywood Freeway Central Park, California Community Builders, East LA Community Corporation, and For People of Color. His commitment to civic empowerment and economic equity is reflected in his service to organizations working to advance diversity, sustainability, and housing access.

GINGER HITZKE
SAFER Board of Directors

Ginger Hitzke is the President of Hitzke Development Corporation and a first-generation real estate developer with over 23 years of experience in affordable housing. Throughout her career, she has contributed to the development of more than 1,500 apartments and affordable homes, amounting to over $430 million in real estate projects across California.

Ginger began her career at Affirmed Housing Group, where she advanced from Administrative Assistant to Vice President of Development before founding Hitzke Development. She specializes in developing affordable rental housing, including permanent supportive housing, with a focus on infill and transit-oriented sites.

Beyond her professional accomplishments, Ginger is deeply engaged in community service and housing advocacy. She serves on multiple nonprofit boards, including the San Diego Housing Federation, Leadership for Urban Renewal Network (LURN), Boys & Girls Club of San Marcos, San Marcos Chamber of Commerce, and Circulate San Diego. Her dedication stems from personal experience, having grown up in a lower-income, single-parent household, she understands the challenges of housing instability firsthand.

Ginger lives in Temecula, California, with her husband, a retired Navy veteran, their two sons, and their beloved pets. She is passionate about creating housing solutions that promote economic security and stability for all.

OLGA MIRANDA
SAFER Board of Directors

Olga Miranda is the Secretary Treasurer of the San Francisco Labor Council, representing over 100,000 union members across 150 unions, and President of SEIU Local 87, which represents more than 4,000 janitorial workers in San Francisco. A seasoned labor leader, Olga is known for negotiating some of the strongest janitorial contracts in the country.

Born in Las Vegas and raised in Los Angeles, Olga grew up in a union household shaped by activism and community solidarity. As a student at Belmont High School, she became a youth leader during the fight against Proposition 187, organizing walkouts and speaking out for immigrant families.

Olga attended Cal State Los Angeles, where she joined her first Union Summer and committed herself to the labor movement. She quickly rose through the ranks at SEIU Local 87, becoming one of the youngest Latinas elected President in the union’s history.

Her leadership is grounded in lived experience—growing up in a crowded home that welcomed undocumented immigrants and neighbors in need. Olga’s career reflects a lifelong dedication to worker rights, social justice, and community power. She lives in the Bay Area with her family.
